The General People's Congress GPC, the ruling party, the Joint Meeting Parties JMP signed on Saturday a joint minute over implementing the February 2009 Agreement that was reached to implement electoral reforms.
The minute was signed under the sponsorship of President Ali Abdullah Saleh in Sana'a.
It was signed by: Abdul Karim Al-Eryani, Second Deputy of the GPG and Abdul Wahab Mahmoud, from the Yemeni Socialist Party, Abdul Wahab Al-Anesi, from the Islah Party, Yasin Saeed Noman, from the Yemeni Socialist Prty, and Sultan Al-Atwani, from the Nasserite Unionist Popular Organization.
It provided for forming a joint panel that will prepare for a national comprehensive dialogue according to the agreement.
The first provision called for providing the political parties and civil society organizations with the opportunity to discuss draft constitutional amendments necessary for improving the electoral system in the country.
It also provided that: the GPC and JMP hold a preliminary meeting representing themselves and their allies to name and identify their representatives for the joint panel; finalize deliberations with other political parties and civil society organizations that would be contacted through the panel to contribute to preparing for the dialogue; and prepare the timetable and regulations of the dialogue.
After naming the panel members, 100 from the GPC and 100 from the JMP, the panel shall be formed.
The minute was signed by the parties which signed the February Agreement.
Moreover, the minute stipulated that the panel hold its first meeting in Sana'a and it carry out its responsibilities transparently to enable the public opinion and Yemen's neighbors and friends to monitor the dialogue.
On February 23, 2009, the ruling party and JMP signed an agreement for delaying the 2009 parliamentary elections until 2011 and having time to implement electoral reform.
