50 Days of Stalled Negotiations; SA’ADA ON BRINK OF WAR; AGAIN!!

About a month ago, sharp accusations between the official authorities and Houthis escalated concerning the cease-fire commission as violations from both sides continue.
Many observers and political analysts view these accusations as a serious indicator for the outbreak of an imminent seventh war, if no real efforts are made to avoid it.
The same faces, figures, words and mutual accusations, which had been repeated before the sixth-war, returned again, reflecting the lack of commitment to the mutual undertakings between both sides.

(Sa’ada Wars of 2007-2009)
The fifth-war was stopped by a decision announced by President Ali Abdullah Saleh, on the anniversary of July 17, 2008. In that time, he was confident and said that the war was over forever; but the indicators toward the outbreak of a sixth war appeared one month later in the middle of last August.
On February 11 of this year, the sixth-war was officially declared over, based on Houthi’s acceptance to the six conditions set by the Yemeni government for the cease-fire.
At the end of the sixth-war, both sides of war were exchanging the same charges being exchanged today. What raised the current accusations are the events of killings against pro-governmental tribesmen, which caused more confrontations.
At the beginning of March 2009, one of those indicators emerged after the death of a person belonging to Walad-Amer tribes, and the killing of two soldiers and wounding another in an attack on a security patrol in Al-Malahedh area. Then Houthis mediator, Saleh Habrah said that the government started going towards intensified escalations and repeated violations.
For its part, an official security source considered that the option of the State is peace. It said that the outlaw elements that carried out vicious attack on the security soldiers in Al-Malahedh Directorate will not escape punishment and will be pursued and arrested.
With the end of the month, Abdul-Malek Al-Houthi demanded on stopping what he called “the unjust aggression” launched by the authorities against Marran area and a number of villages without any justification. He added they were compelled to do whatever was necessary to defend themselves, and accused the government of tearing the social fabric, dismantling of the country and tampering its riches in service for foreigners.
The situation worsened even more with the killing incident of eight Houthis and two soldiers in clashes in Marran last March. According to local sources, the clashes took place after Houthis started building roads leading to a mountain occupied by them in the region.
In mid-April, the assassination of Sheikh Yahya Qorroash stepped up tension operations between both sides. The former governor of Sa’ada Hassan Manna accused Houthis of the assassination event.
Warnings of renewed war have exceeded the local interests. Under the memo of “Yemen: defuse the ticking Sa’ada’s bomb”, Brussels-based International Crisis Group issued a report. It called upon all the relevant international parties and local communities to avoid a new round of war in Sa’ada. The report said despite the existence of a truce, it may not last for long as there is no clear agreement between the parties, there are still accumulated grievances without resolutions to a large extent, sectarian tensions are high, skirmishes are continuing and it seems that the warring parties seem unwilling to compromise.
From another angle, and in continuation of the escalated mutual accusations, source in the local authority in Sa’ada considered the declaration of Houthis on the administration of summer courses across the province as a provocative step and pushes matters towards tension. Especially that Houthis are trying to promote their thoughts among locals.
On the other hand, Houthi sources described the establishment of summer courses in the framework of responding to what the sources called plots of the Power aim at the spread of ignorance of society, which resulted in low educational attainments.
One month into the sixth war, the government was counting its losses in Sa’ada province. The government estimated the losses to about 150 billion YR
Before the sixth war even started, the Field Commander for Houthis, Abdul-Malek Al-Houthi informed political parties, civil society organizations and public opinion centers that the authority is to wage the war. He said that he had serious information that the Authority has determined and intended to start the sixth attack on them.
By the end of July, the accusations escalated as well as the number of dead, however, media outlets proclaimed the news the killing of ten people in clashes between Houthis and persons belonging to the Islah Party on the backdrop of struggle for the control of a mosque, but the incident was contained tribally.
With the beginning of August, most of the areas in Sa’ada province was engaged in sporadic fighting. But Houthis denied the rumors about their control over the camp of the Republican Guard in Al-Malahedh area and the government complex in the province of Sa’ada. A spokesman for Houthis said they have not controlled any camps, but will face the aggression of the government. He also accused the authority of committing numerous violations.
Local sources in August of last year also indicated the killing of eight people in clashes between Houthis and Salafies.

The way to the Seventh-War
These days, we return to the same story; nearly a month ago, mutual accusations reached an unprecedented level.
A soldier, Hammoud Al-Dakkak asks about the morale that the soldiers will fight in the seventh round of war. After confirming that the morale was high in the first rounds, he swore that he did not know why the war had stopped, and why it will return again.
In a speech to students from the province of Sa’ada in the beginning of last March, President Saleh vowed a seventh war if Houthis failed to apply all the terms of the cease of the military operations. But he talked in a recent interview with Al-Arabiya Satellite Channel about his confidence about the end of the war, as he declared before the sixth-war.
But last month, the Commission overseeing the implementation of the terms of the cease-fire in Harf-Sufian area suspended its work, in protest against the lack of seriousness by the rebels. The committee said in a statement that because “we feel we have exhausted all of our patience, the committee became convinced that Al-Houthi and his representatives are not serious to reach a durable peace in the region”.
The commission pointed out that a lot of points were agreed on between the commission and representatives of Houthi, according to records signed between both sides, however, they have not been met by Houthis; in addition to repeated violations and lack of commitment to the implementation of the six conditions in the presence of the Commission at Sufian.
The last few weeks saw numerous signs of a seventh war with the continued accusations by official sources against Houthis for violating the agreement signed between the two sides; while Houthis accuse the authority of preparing for a new war.
The well-known Houthis mediator, Saleh Habrah has returned again. He pointed out that the authority deals with the stopping war decision like it dealt with the Doha agreement. It is also desperately trying again to convince the kingdom to participate strongly in the seventh war.
In the context of mutual accusations, official sources confirmed that Houthis have developed 26 sites and committed 64 violations of cease-fire, resulted in the deaths of three civilians and 23 civilians kidnapped. In addition, the government accuses the Houthis of committing 14 looting operations, and killing and wounding more than 25 people.
The same sources confirmed that Houthi elements opened loudspeakers, raised provocative slogans and incited against the state in several areas of Sa’ada. The sources added that Houthis also controlled some of the schools, put down the Republican flag from off Al-Mahathir School and prevented students from singing the national anthem.
About the kidnapped Saudis months ago, Houthis spokesman stated “the authority’s accusations to us for kidnapping them are blatant messages. The authority aims to penetrate and force Saudi Arabia into the conflict. What proves that is that the Authority has left the border unguarded, despite Houthis entirely withdrawing from the border strip.”
The Saudi side supported the Houthi statements, after the Saudi Embassy in Sana’a denied any links by Houthis in the kidnapping incident.
History has shown the repeated image of comedy in Sa’ada, not only in the six rounds of war, but also about the parties benefiting from the war. Finally, can Yemenis stand a seventh war in Sa’ada?
