President Abd Rabbuh Mansour Hadi on Tuesday appointed new governors for Sanaa and Rimah amid expanding popular resistance which has been fighting the Houthi militants for months.
Hadi also issued a decree firing the governors of Saada and Dhamar.
The decrees come within measures the government has been taking as a prelude for its return into the country.
Hadi and the government were ousted by the Houthi militants in September.
After they left a house arrest by the Houthis, they travelled to Saudi Arabia and have been acting from there since March.
Separately, agencies reported that tens of people including civilians were killed and injured in confrontations in Dhali province.
The civilians were killed in Houthi rocket attacks on residences after the pro-government repelled their attack killing many of them, reports said.
Most of the casualties were from the Houthi militants and forces loyal to ex-president that have been supporting them, they said, adding that around 12 pro-government forces were killed.
The pro-government forces also destroyed Houthi tanks and tightened the control of the positions which the militants sought to retake.
Weeks ago, the pro-government forces drove all Houthi forces out of Dhali after deadly battles.
Today, confrontations between the pro-government and pro-Houthi forces continued in other Yemeni cities coinciding with Saudi-led airstrikes against the Houthis in many cities.
