Southern Mobility Leaders Criticize Saleh's Call for Local Ruling System

President Saleh's call for local ruling system has met the southern mobility leaders' rejection and criticism. Moreover they doubted its credibility and considered it as sweet promises for external consumption."We don't believe in Saleh's promise for local ruling system as it has no credibility," said a field leader in what has become known as" southern mobility", Nasser Al-Fadhli.

Similarly, the socialist Party Al-Janup Branch founder, Abdul Nasser Al-Wali, said that president Saleh's call for local ruling system was a government step that was not sufficient, nor adequate. "Saleh's call for local ruling system should frankly be discussed by people, government and political parties," he added.

Further, Chief Executive of southern mobility Nasser Al-Khubaji has doubted the feasibility of Saleh's call for local ruling system and said since the beginning; Sana'a regime hasn't recognized the crisis in the southern provinces and is not ready for radical solutions to crisis.

However, assistant secretary general for, culture and information affairs Peoples General Congress PGC, the ruling party, Ahmed Abiad Bin Daghr, said that the local ruling system is ready and will be submitted to Parliament for approval and be brought into force.

As some politicians believe that President Saleh's call for local ruling system as a hidden display of federal system, Bin Daghr denied such idea and said people mightn't understand thoughts well.

Recently, local councils usually have fewer powers. They usually have some power to raise taxes, and these may be limited by central legislation.

In some countries local councils are partly or wholly funded by subventions from central government taxation. The institutions of local government vary greatly between countries, and even where similar arrangements exist, the conditions often vary.
