Yemen is moving towards a federal State comprises of several regions whereas the army committee at the army and security foundation-building working group adopted the principle of the disengagement of military fellows from any partisan or political actions, said Mr. Yasser Alraeni, the Second Deputy Secretary-General of the National Dialogue Conference (NDC).
Based on the visions presented during the last month by the different political components participating in the NDC in regard to finding solutions to the Southern case, it is likely that the trend is heading towards a federal State. "This is certain, but it has not yet been resolved in the number of regions, but all agree on that principle in accordance with specific criteria for the distribution of wealth and power properly and have wide powers to the regions and the center", Mr. Alraeni added
From the other hand, the army committee of the NDC Security and Army Foundation-Building working group in its meeting yesterday decided on a number of the most notably issues related to the role of the army and security forces in the new state of Yemen, inter alia, the criminalization of any partisan and political work in the army and security institution. The committee approved its final report after including all observations and suggestions aiming at the establishment of the army on national and professional foundations, analyzing these foundations compatibility with the army reconstruction framework and identifying the role of army in political life.
The report reiterated that army belong to the people, its mission is to protect the country, maintain security, unity and territorial integrity and sovereignty, and its Republican State. Therefore, the State is the only concerned authority for the creation of these forces, and it is prohibited for any person or entity or party, organization or group to create any such military or paramilitary formations or groups under any name. Moreover, the law shall criminalize any practice of any political work to members of the army forces during the time of their service. Furthermore, laws will clearly include articles stating sever full sanctions therein, add to the importance of neutralization of the army.
17 June 2013, Mr. Yahya Al-Shami, the chairman of the army and security foundation-building committee, read out the committee's report summarizing the work of the committee during its field visits to certain Yemeni governorates for couple of months earlier. The report reviewed the action plan of the team, which included the development of the constitutional principles, laws, and policies for building the army, security and intelligence services nationally and professionally.
All NDC working groups will be submitting their reports next Sunday in which the reconciliation committee will sort out these reports within a week and then will meet with all teams before the concluding General session when all reports will be presented until the last day of the conference on the next 18 Sept. and announce the findings.
On March 2013, Yemen began its National Dialogue Conference (NDC), gathering 565 individuals representing various groups and factions across Yemen. This conference is to end up in mid-Sep. 2013 in an attempt to save Yemen from any potential civil war of destruction
