The technical committee in charge with preparation for Yemen dialogue has sent a number of demands to President Abdrabu Mansour which it said are very crucial and should be met to hold a successful dialogue.

In a press release after its meeting on Monday, the committee hoped Hadi will give immediate orders to take practical steps over the demands.

“Recent events including attempts to obstruct the West-backed power-transfer deal and the latest attacks on security and military HQs as well as engagement of the army in politics will negatively affect all preparations for the dialogue,” the statement said.

The dialogue will be held in early November under the power-transfer deal, which was brokered by the GCC and backed by the West after the 2011 turmoil.

The demands were as follows:

1- Continue communication with all groups within the southern movement, Harak, inside and outside Yemen to bring them all to the comprehensive dialogue.

2- Reinstate all military and civil employees including those who were suspended, enforcedly retired and those who fled the country after the 1994 civil war.

3- Address all job and financial conditions of those who lost their posts as a result of privatizing public offices in an improper way after the civil war.

4- Give back properties and funds confiscated after the civil war either those which belonged to individuals, parties, syndicates or the state; put an end to illegal controlling of lands; restore the lands which were given to officials and other people in an illegal way; and send those involved in these acts to court and give priority to enable the southerners to benefit from the lands in their region.

5- Restore the state lands or those which belonged to farmers under the agricultural reform law in the former republic of the south which were confiscated or looted after the civil war taking into account the individual property rights of agricultural lands and compensating the affected.

6- Release all prisoners detained in connection with the struggle of the southern movement, treat the civil war and movement victims as martyrs and hospitalize the injured and support their families.

7- Remove the culture of glorifying civil conflicts and calls for political revenge from the school curricula and cultural and media stages; and remove all forms of injustice, derogation and marginalization aimed at the south cultural, art and social heritage which has suffered blurring especially after the 1994 civil war.

8- Offer an official apology to the south by the parties which participated in the civil war and consider that war a historic mistake that must not be repeated.

9- Address the issue of Al-Ayyam Newspaper and compensate it for concrete and abstract damages suffered as a result of its arbitrary suspension and stealing some of its properties as well as addressing the issue of its guard importantly.

10- Change administrative chiefs in public offices in the south mainly corrupt ones who badly and wrongly run their offices with the aim to create a positive mood in the south.

11- Assign southerners in central public offices and the ministry divans in the capital Sanaa in the way it embodies the true national partnership.

12- Cease sectarian and regionalism incitement and end glorifying civil conflicts under sectarian and religious justifications at the media, mosques and school curricula as well as recognizing the religious pluralism.

13- End feeding wars and conflicts in the Kitaf area, Hajjah, and other areas, secure the Sanaa-Saada road and prevent all road closures.

14- Stop all collective punishment measures against the Saada people, reopen the land ports of Boqa and Alib immediately, approve the allocated jobs for Saada, reinstate civil and military employees including those who were enforcedly suspended due to the previous wars and give their financial rights, treat the Saada victims as martyrs, hospitalize and compensate the wounded.

15- Offer an official apology to the Saada province, the Harf Sufyan area, Amran, and other areas by the parties which participated in the Saada wars, consider these wars as a historic mistake that must not be repeated, rebuild all properties destroyed by the wars and compensate the affected.

16- Release immediately the remaining prisoners detained in connection with the Saada wars and reveal the places of those who enforcedly disappeared either they are dead or still alive.

17- Accelerate the issuance of the transitional justice law based on reconciliation among the components of the political process and concerned CSOs in line with international human rights accords and standards.

18- Accelerate the restructuring of the armed and security forces on national and professional bases.

19- Enacting all presidential decrees and orders on release of the prisoners detained in connection with the 2011 youth-led uprising and all who were detained through extrajudicial arrests, and prosecute those involved in these detentions.

20- Accelerate the formation of an independent, impartial investigation committee that meets international standards to investigate all human rights violations in 2011.
