Officials at the Foreign Ministry revealed that political tensions and dissensions within Yemen's "power class" prevented the appointment of 32 ambassadors.According to the law only the President of the Republic has the authority, through the issuance of a presidential decree to appoint ambassadors, which list of candidates is prepared by the Foreign Ministry in keeping with regulations. However, since the GCC brokered agreement organizing Yemen's transitional period stipulated a fair repartition in state positions between the Joint Meeting Parties and the General People's Congress, factions have been fighting to ensure that their loyalists would occupy the most sensitive positions -- The United States of America for instance, France, China, Japan, and Turkey -- Since August 2012, Adel al-Suneyni, Deputy Ambassador in Washington has been acting as a temporary replacement since the position of ambassador remain vacant.The diplomatic vacuum say FM senior officials will hinder Yemen foreign policy abroad and therefore progress in the way of bilateral cooperation and relations.With no resolution in sight, Yemen's embassies might have to function without clear leadership until the political factions find a way to compromise.
